Al Hilal have approached Edwards over leaving the Reds for the Saudi Pro League.
Talks are now ongoing with club president Fahad bin Nafel but a formal meeting has not yet been scheduled.
Although Edwards has engaged in the talks, he is understood to be happy with the Fenway Sports Group and it would be a surprise if he left.
FSG brought him back to Liverpool last year after appointing Edwards as their chief executive of football.
He had previously spent 11 years with the club between 2011 and 2022, serving as chief analyst, technical director and sporting director.
Across his two spells at Anfield, the Reds have won nine trophies including two league titles, the Champions League and the Club World Cup.
Edwards’ experience overseeing periods of transition at Liverpool has seen him emerge as Al Hilal’s priority target.
The club are planning a rebuild this summer as they look set to miss out on the Saudi Pro League title.
Al Hilal are second in the table and six points behind leaders Al Ittihad with just two matches remaining.
Jorge Jesus’ exit earlier this month has also left them without a permanent manager.

Meanwhile, the contracts of seven players are set to expire at the end of the season.
Edwards is seen as the best available candidate to handle such a rebuild by Saudi Arabia.
The football federation are keen to improve the infrastructure and leadership at both their clubs and centrally.
Al Hilal’s squad currently includes a host of former Premier League stars, including Aleksandar Mitrovic, Ruben Neves and Kalidou Koulibaly.
However, the trio are all entering the final year of their contracts this summer.
The club are record 19-time Saudi champions following their most recent triumph last season.
They have also won the AFC Champions League four times, more than any other club.
Their most recent continental crown in 2021 has earned them qualification for this summer’s Club World Cup, where they will face Real Madrid, RB Salzburg and Pachuca.
