The State government has withdrawn a five-year-old restriction on promoting eligible juniors to fill vacancies in government offices arising from employees going on leave for more than three months.

The decision was taken after the government found that the restriction was hindering the smooth functioning of government offices. Through a May 16 order, the government reinstated the arrangement which was put on hold in November 2020.

The latest decision will be applicable from May 16, the Finance department said. Under a January 10, 1992, order, government offices could fill vacancies arising from employees availing leave for more than three months through promotions. This was considered necessary for the unhindered functioning of government offices.

However, during the COVID-19 pandemic, the arrangement where an eligible junior was promoted and the vacancy reported was frozen as per the recommendations of government panels that suggested fiscal consolidation measures. An order to this effect was issued on November 2020.

Through two different orders in September 2022 and June 2024, the government relaxed the restrictions in instances where vacancies arose from employees on the verge of retirement went on leave or when employees availed leave without allowance. Nevertheless, it was found that the restrictions continued to affect the normal functioning of offices, prompting the government to reinstate the older system.
